Measurability of state efficiency and its effects on the state budget

Abstract

The article focuses on the possibility of measuring state and governance efficiency calling attention to the close relationship between this efficiency and the state budget. It presents the most well-known international and national measurements methods, and demonstrates their weaknesses. Further on the article makes an attempt to establish efficiency-based relationships among state expenditure elements and their possible economic outcomes by using statistical data. Finally it proposes key development options with special emphasis on the processes of state budget planning and implementation.
