The experiences of the introduction and application of the Municipality ASP system

Abstract

The thought of the nationwide introduction of the Municipality ASP system (hereafter: ASP) emerged in 2014 as a governmental objective. Between 2015 and 2019 - with the exception of the capital - every local government joined the ASP, which now has approximately 30.000 daily users. The main point of the ASP is that the state provides a standardized IT solution for the local governments through a remote service provider technology, in order to support different municipality functions. The novelty of the ASP is that the different management systems operate as part of an integrated system. The ASP supports the magisterial and administrational tasks of the local governments in the following areas: local tax management, financial management, estate cadaster, trade, inheritance, record management. One of the main objectives of the ASP is the widespread implementation of electronic administration. The state provides the ASP system free of charge for the local governments.
